The Trial Lawyers Who Beat the Trump Justice Department’s First Cartel FCPA Case Open an Office in Park City

PARK CITY, Utah, Oct. 21, 2026
PARK CITY, Utah, Oct. 21, 2026 /PRNewswire/ — R. McConnell Group PLLC (www.rmcconnellgroup.com), a trial firm that represents companies, boards and executives in high-stakes cases, has opened an office in Park City, Utah. The firm handles criminal defense, civil litigation, investigations and governance matters.
The firm comes to Utah off a historic win. In United States v. Rovirosa, the Trump Justice Department’s first cartel FCPA case, the firm took its client from indictment to a jury trial in four months. It challenged the case on a host of constitutional grounds. In April 2026, a federal judge in Houston dismissed the indictment and acquitted the client on all counts, the only post-verdict ruling in an FCPA case granted on constitutional grounds and one of four post-verdict acquittals in the FCPA’s 50-year history. The Justice Department has appealed to the Fifth Circuit, where the firm leads the defense of the judgment.
“We try cases,” said Ryan McConnell, the firm’s founder. “Clients come to us when they need a lawyer who will stand up in court and win. Park City lets us serve clients in Utah and across the West.”
The firm’s lawyers are seasoned trial lawyers and former federal prosecutors who have spent their careers handling high-stakes criminal and civil cases. Ryan McConnell is a trial lawyer and law professor who has tried nearly twenty federal jury cases and represents companies, boards and executives in complex litigation and investigations. Matthew Boyden is a former federal prosecutor with more than thirty years of law enforcement and litigation experience. Lawrence “Larry” Finder is the former U.S. Attorney in Houston who began his career on the prosecution team in the John Wayne Gacy trial in Chicago and has spent fifty years litigating civil and criminal cases, including nearly thirty years as a partner at global law firms. The three lawyers have worked together, in and out of government, for nearly twenty years.
Clients hire the firm for the matters that make news. In addition to civil litigation, its recent work includes:
- Taking over the defense of former Corsa Coal executive Charles Hunter Hobson after his FCPA conviction in Pittsburgh
- Serving as the court-approved independent compliance consultant to the National Rifle Association
- Serving on the trial team in the Blue Bell Creameries board-oversight litigation in the Delaware Court of Chancery
In Park City, the firm went to work for its neighbors right away. It represents nearly thirty Prospector Square small businesses, pro bono, in a land-use fight with the City (https://www.rmcconnellgroup.com/pro-bono-utah-litigation). The Park Record and other Utah media outlets have covered the dispute.
